The article explains that carriers often publish only a local wall-clock time without a timezone offset, making true conversion impossible. Converting these timestamps as if they are UTC and then displaying them in a user's local timezone invents times that were never recorded by the carrier. The author advises developers to display the raw timestamp data as text and label its source instead of converting it. The article also cautions against assuming midnight for scans that lack a specific time of day, as a missing time is meaningful data.
