Bill introduced in Congress to guarantee video game ownership for buyers

Rep. Ritchie Torres of New York's 15th district introduced the Power To The Players Act this week. The bill would direct the Federal Trade Commission to create rules ensuring that buyers own games they purchase rather than receiving a licensing agreement.
