ABCD2 Framework Offers New Way to Measure AI Competence at Work

A new framework called ABCD2 has been proposed to help organizations evaluate who is truly skilled at working with AI, addressing a gap that most companies currently face. The framework argues that existing measures — such as prompt fluency, tool proficiency, or certifications — fail to capture genuine AI competence. Rather than treating AI as a tool like Excel or Photoshop, the framework positions it as an execution engine similar to a junior colleague who needs proper context and guidance to perform well. True AI competence, the framework suggests, involves two core activities: building structured organizational knowledge that AI can draw upon, and designing pipelines that deliver the right context to AI at the right moment. The underlying foundation of this approach is ontology — the structured mapping of an organization's terms, concepts, and judgment criteria into a form that AI can effectively use.
