How Stale Validation Rules Silently Block Valid Applications Without Warning

CertiSetu, a service that files domicile, income, caste, and EWS certificate applications with Uttar Pradesh's e-District system, faces a structural flaw in its validation logic. Because rejections from the department arrive 7 to 20 working days later with little explanation, the team builds blocking rules from past rejections to prevent repeat errors. However, a rule that blocks an application removes it from the submission pipeline entirely, meaning the rule is never tested against the department again and can silently become outdated. Rules derived from localised or temporary departmental preferences — such as a specific affidavit format required by one tehsil — are especially prone to going stale while still appearing to function correctly. To address this, the team is tagging each rule with its type, origin, geographic scope, and a scheduled review date, and defaulting learned rules to warning mode rather than outright blocking.
