UPI MDR Rules Allow Multiple Sub-Rs 2,000 Payments With No Daily Cap

India's new UPI MDR framework, issued by NPCI, does not require multiple payments for a single bill to be combined into one transaction. This means a payment such as Rs 6,000 could legally be split into three separate transactions of Rs 2,000 each. The framework and its accompanying FAQs contain no restriction against such splitting of payments. Without a daily transaction cap, businesses could potentially use this approach to stay within the Rs 2,000 threshold and avoid merchant discount rate charges.
